Enabling Masterplans

The Enabling Masterplans are five-year roadmaps for Singapore to build a more inclusive and caring society where persons with disabilities are recognised, empowered and given every opportunity to achieve their fullest potential and to participate actively in society. Drawn up by cross-sectoral Steering Committees, they are a collective effort by Government agencies, the private sector and the people sector, including social service agencies and persons with disabilities themselves.

The 3rd Enabling Masterplan (2017– 2021) builds on the efforts of the past two Enabling Masterplans which saw the development and enhancement of a range of services and support schemes, and the setup of a dedicated agency, SG Enable, to enable persons with disabilities. It is on this foundation that efforts are being deepened to address the needs of persons with disabilities and their caregivers based on a life-stage approach, in the areas of inclusive preschools, employment and independent living. There is also continued focus on taking a person-centric approach, building closer partnerships, identifying problems early and co-solutioning with partners, and building networks of support within the community.

These strategies complement Singapore’s efforts to progressively realise our obligations under the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) which Singapore ratified in 2013.
